Ground will be broken Tuesday for the Omega Center, a 68-acre planned business community being developed near the intersection of I-270 and Md. Route 85 (Buckeystown Pike)

Omega Center is being developed jointly by P. Fred'k Obrecht & Son and Fitzgerald & Matan Realty Inc., who together have formed Omega Limited Partnership. Both are Baltimore-based firms.

In recent ad campaigns, Frederick County has touted itself as "a place where business is good for everyone." And increasingly, high-tech firms and research companies are moving into this once fertile farm area.

The county, 45 miles northwest of Washington, is seen as an extension of the I-270 high-tech corridor, where the concentration of high-tech businesses has rapidly increased in part because of various defense and government contracts.

"Frederick is a combination of rural and urban pleasures," said Susan Hartt, president of Hartt & Co., the Baltimore public relations company that is promoting the office park. "The increasingly hideous traffic and commuting problems in and around the beltway are in part causing businesses to move out here."

Plans for the million-square-foot office park include both high-technology office and industrial space. Final plans for the site include a total of 12 buildings and a hotel, Hartt said.

Omega Limited Partnership will also do the construction for the project, which will include build-to-suit sites.

The partners expect the center to employ 4,000 people on completion.

Tuesday's groundbreaking will mark the start of construction for the first two buildings at the site, "Omega 4" and "Omega 5." These buildings were designed by Alan Lockman and Associates, a District firm. They will have a total of 70,000 square feet each. Annual lease rates will be $9.25 per square foot.

Occupancy of the first two buildings is expected by April 1988.

In other developments in commercial realty:

Newslink Inc., an evening news and broadcasting company, leased 13,000 square feet at 122 C St. NW from Pan American Properties.

Piper & Marbury, a law firm, leased 73,665 square feet at 1200 19th St. NW from London & Leeds.
