Insider Transactions is a weekly report of stock transactions involving officers and directors of publicly owned local companies.
Stock trading by corporate insiders often is a bellwether of corporate health. Most insiders buy stock or exercise options to make a profit. And insiders may be selling stock for tax reasons, estate planning or cash needs.

Northern Pacific Corp., a beneficial owner of BTR Realty Inc. of Linthicum, disposed of 46,065 common shares in an exchange May 16 at an undisclosed price. It sold 1,000 common shares for $5.75 each May 24, and controls 632,451 common shares directly and 410,708 common shares indirectly.
BTU INTERNATIONAL INC.
James N. Armstrong, a vice president of BTU International Inc. of Rockville, privately sold 10,000 common shares May 31 for $3 each. Armstrong controls 5,000 common shares directly and 470 common shares indirectly.
CAPITAL HOUSING AND MORTGAGE PARTNERS INC.
Harvey W. Willoughby, president of Capital Housing & Mortgage Parters of Rockville, purchased 13,400 common shares from May 7 to May 11 for $6.88 to $7 each. Willoughby holds 14,300 common shares indirectly.
CIRCUIT CITY STORES INC.
James N. Gillum, a vice president of Circuit City Stores of Richmond, exercised options for 1,600 common shares at $11.44 each on May 22. Gillum owns 42,246 common shares directly.
Merle C. Garvis, a beneficial owner of Cordatum Inc. of McLean, acquired 333,333 common shares through an exchange April 16 for an undisclosed amount. Garvis owns 333,333 common shares directly and 4,000 common shares indirectly.

Louis R. Weinstein, an officer, director and beneficial owner of Cosmetic & Fragrance Concepts Inc. of Beltsville, purchased 10,000 common shares May 29 for $5.69 each, and now owns 1.2 million common shares directly.

AIC Ltd., a beneficial owner of Crown Central Petroleum of Baltimore, sold 70,000 class A common shares from April 6 to May 25 for $32.25 to $35.75 each. He owns 448,900 class A common shares directly.
DOMINION BANKSHARES CORP.
James A. Webb Jr., chairman of the board of Dominion Bankshares of Roanoke, purchased 10,000 common shares May 15 for $14.50 each. Webb holds 44,842 common shares directly.
Floyd D. Gottwald Jr., chairman of the board of Ethyl Corp. of Richmond, acquired 1,881 common shares through a plan April 30 for an undisclosed amount. Gottwald owns 5.7 million common shares directly and 4.9 million common shares indirectly.

Stanley M. Chernau, a shareholder of Fidelity Bancshares Inc. of Norfolk, sold 4,000 common shares between May 9 and May 15 for $15.75 to $16.50 each, and now owns 4,850 common shares directly.

The bank now controls 8.5 million common shares directly and 9.25 million common shares indirectly.
Brenton S. Halsey, chairman of the board of James River disposed of 9,075 common shares May 9 for an undisclosed amount. Halsey holds 595,303 common shares directly and 58,082 common shares indirectly.
