Sam Zelman... who resigned as news director of Channel 7 last month... is rejoining CBS as executive news director of the network's five owned stations...

Before coming to WJLA in 1974... Zelman had the same job at CBS, although we understand the post now carries more clout.... Sam will be operating out of New York starting Jan. 2...

Channel 26... which has been a little coy about revealing its fundraising goals in the current drive... is now worried that the campaign... which ends Dec. 13... may not reach its unpublicized target of $175,000....

Station executives are a little puzzled by the audience resistance so far... but point to the fact that the target is up $25,000 over last December's goal... and that perhaps the station... with 25 percent of its estimated viewers and radio listeners already contributing to WETA (the highest percentage in the nation for public stations), may have reached the saturation point for attracting new members...

We keep hearing that ABC News is cutting back and that a producer and two production assistants in New York have been told they're out by the first of the year...

One source says the weekend news operation "has been decimated" in the cutback....

A spokesman for the network told us Friday that ABC News is calling it a "reorganization" and while some jobs are being eliminated... "places may be found" for some of those dropped from the "World News Tonight" staff...

As part of the reorganization, there have been some changes at the ABC News bureau here....

Political reporter Cassie Mackin replaces Don Farmer at the Senate... while Farmer prepares for "a major new assignment"... and Ted Koppel resumes full-time coverage of the diplomatic beat... which means Barrie Dunsmore, who's been covering State too, is headed for another assignment eventually....

Meetin' and Greetin'

When Tom Curtis and Paul Berry tour the Georgetown disco scene Friday night, will they be rustling up some advance donations for Channel 7's all-day Clothes-A-Thon... which airs Saturday?...

ABC researchers combined the results of both the A. C. Nielsen and Arbitron November "sweeps" and announced that between Nov. 1-29... ABC had an average prime-time share of 34.5 percent of the national audience... to CBS' 29.5 and NBC's 28.7....

ABC says that's the highest total for any network in the past five years during the same period... that ABC's audience is up four percent from 1977, and that the network won 19 of the 29 nights of the sweeps....

And, oh yes... the top 10 shows, in order, during the sweeps period were... "Laverne & Shirley," "Three's Company," "Happy Days," ABC Sunday Night Movies... "60 Minutes," "Alice," "Little House on the Prairie," "Charlie's Angels, "Mork & Mindy" and "All in the Family"...

PBS is offering live TV coverage Thursday between 9 a.m. and 1 p.m. and again from 2:30 to 4:30 p.m.... of the "national conference no nuclear war"....

Actor Paul Newman will open the conference, which will be a series of seminars in the Dirksen Senate Office Building... for an invited audience of some 400 "prominent citizens [who] will put questions" to a panel of generals, admirals, political scientists and psychologists....

Organizers of the conference are Rear Adm. Gene R. LaRocque, director of the Center for Defense Information and Richard J. Barnet, senior fellow of the Institute for Policy Studies....

Channel 9 has scrapped Dr. Timothy Johnson's health reports and is starting its own "Health File"... which will be seen Mondays, Wednesdays and Fridays during the 5:30 newscast....

Steve Gendel, in cooperation with the George Washington University Medical Center, will present a new topic each week... starting tonight with "Overdoing It on the Holidays"...

Michael Cunningham has been named vice president of finance for WETA-TV-FM....

In the wake of the big schedule shuffle last week... Johnny Carson says NBC now stands for "nine bombs canceled"...

And Finally

As part of an annual celebration in Yarrington, Nev., visitors have to buy a $1 blue garter... which is what Channel 4's Ken Alvord did recently when he was out west filming a series for the station....

Which explains why a blue garter was attached to Ken's expense account when it went to Channel 4's business office last week.
