Professor and Mrs. David F. Linowes of Scarsdale, N.Y., Urbana, Ill., and former residents of Washington, D.C., have announced the engagement of their daughter, Joanne Gail to Lee David Alinsky, stepson of Ms. Irene McInnis Alinsky of Milton, Mass, and the son of the late Helene Simon Alinsky and the late Saul D. Alinsky of Chicago, Ill. and Monterey, Calif. A February wedding is planned.

Ms. Linowes is an honors graduate of Boston University with a master's in educational media from the University of Pennsylvania. Mr. Alinsky is a graduate of the University of Chicago Laboratory School, attended the University of California, served in the U.S. Air Force, and holds a degree in mass communications from Emerson College, Boston. Both are with the Massachusetts Educational Television in Cambridge; she is a production coordinator and he a producer.

Ms. Linowes' father is Boeschenstein professor of political economy and public policy at the University of Illinois. He recently served as chairman of the U.S. Privacy Protection Commission here and is also a former president of the D.C. Institute of Certified Public Accountants. The future bride is the grand daughter of Mrs. Jack Wolf of this city and the late Mr. Wolf, Mr. Alinsky's father was executive director of the Industrial Areas Foundation in Chicago, and a well-known author.
