Howard Community Center, 4400 Shell Street, Capitol Heights, sponsors a kite flying contest Saturday from 1 to 3. Participants must provide their own kites. Call 735-3340. KITE DAY -- The National Colonial Farm, 3400 Bryan Point Road, Accokeek. Celebrate Kite Day this Sunday from 10 to 5 by bringing your own kite and flying it at the farm. Admission to the farm: Adults $1, children under 12 free. Call 283-2113. SMITHSONIAN KITE FESTIVAL -- Saturday, March 30 (raindate March 31) on the Washington Monument grounds, northwest side. This is the big one, the 19th free kite festival jointly sponsored by the Smithsonian Resident Associate Program and the National Airand Space Museum. Registration and competition begin at 10 a.m. and stay open till noon. For the competition, which is judged by a panel of aerodynamic and aesthetic experts, contestants must have made their own kites, which must be capable of flying at a minimum altitude of 100 feet for at least one minute. Call 357-3030. KAPPA ALPHA THETA KITE FLY -- The sorority holds its annual kite fly Saturday, March 30, 11 a.m. to 3 p.m., on Fraternity Row on the University of Maryland campus. Includes refreshments, music and contests, with souvenirs and kites for sale. Proceeds benefit the Institute of Logopedics, serving those with speech, language, hearing and developmental disabilities. Rain date: March 31. Call 927-7606. KITE-MAKING WORKSHOP -- Ted Manekin of the Maryland Kite Society offers a kite-making workshop April 6 at the Cloisters Children's Museum of Baltimore.
