The big July Fourth Beach Boys concert on the Mall is building. Another set of entertainers has been invited to attend, including Ronnie Milsap, Joan Jett, Eric Clapton, Dionne Warwick, Amy Grant, David Lee Roth, Frank Stallone, Merle Haggard, John Cafferty, Ringo Starr and the Smothers Brothers. The concert sponsors say even bigger stars are yet to be announced for the "Sea-to-Shining-Sea Concert Tour," which will have the entertainers performing in Philadelphia, Washington, Dallas-Fort Worth and San Francisco . . .

Washington's own Joan Jett was a hero Sunday when she rushed into the surf at a Long Island beach to rescue a 3-year-old boy who had fallen in over his head. The rock singer said that after the boy was revived "he got up and he didn't want to go in the water with anybody but me" . . .

Italian-born Alessandra Ferri, considered to be one of the most gifted ballerinas of Britain's Royal Ballet, will join American Ballet Theatre as a principal dancer in New York next season. She will become the 17th principal dancer in the company, whose artistic director is Mikhail Baryshnikov . . .

National Democratic Party Vice Chairman Lynn Cutler was in Lincoln, Neb., over the weekend for a family wedding and stopped by Nebraska Democratic Party headquarters to sit in on a committee meeting. Everything was going well until a man in jeans and a tiny woman in white slacks came in. "I'm buying the Big Macs," the man announced, gathering anyone who would join him for a basketball game. He took sandwich orders as the meeting broke. It was Gov. Robert Kerrey and his girlfriend, actress Debra Winger, leading the way to the pick-up basketball game near the governor's mansion across the street . . .
