Super Scooper -- Ice cream weather is back and, thank godness. Inside Scoop has survived its first winter. It's just a tiny shop at 1134 19th St. NW, but it packs in homemade soups, waffles, muffins, chocolates and pastries, along with sensational 17-percent-butterfat homemade ice cream in flavors such as Marco Polo (ginger), Oreo double dip (double-filled Oreos in coffee), espresso, sweet cream, bleeding heart with cinnamon hearts) and a caramel coffee chip that is a sensation amont sensations. Inside Scoop is open even for breakfast and on Sundays; and Friday from 3 to 6 it has Washington's most original happy hour: double-dips of liqueur-flavored ice creams (rum and Coke, rum raisin, amareto, Irish coffee and the like) are half-price. If you wander in for ice cream, you might want to make it lunch -- the soup of the day with a decent quicke or empanada -- and flesh out your dessert with a crunchy and chocolatey chocolate chip cookie, a heavyweight cheesecake or a spectacular "chocolate quiche," which is a pie hybrid of chocolate mousse crossed with fudge and rich enough to feed your entire table on one slice. Or just cap your ice cream with all kinds of healthy and happy toppings and cream whipped by hand in time with the shop's radio entertainment.
The Times They Are a-Changin" -- Just a couple of years ago 19th Street between M Street and Dupont Circle was more alive at night -- with roller skaters and sicoers -- than during the day. But these days it must be early to bed and early to rise, for nighttimes are quiet and 19th Street has become the breakfast corridor. The Bread Oven fills with the croissant crowd, the Inside Scoop is fulfilling waffle cravings, and C.F. Folks serves breakfast for just folks: good runny omelets with thick slices of fresh mushroom or ham or cheese, Wolferman's english muffins, bagels and hash browns and very good coffee, pured into thick white mugs for you to carry to your little booth with its red-checked cloth and vase of flowers. With nothing over $2.50, it sure beats the old discobar prices for strawberry daiquiris.
Rumors Takes to the Streets --Inner city busing has reached new heights. Rumors transports patrons -- at no charge -- between its locations at 19th and M Streets and 1716 H St. R.A.T.S. (Rumors Area Transit System) makes its jaunts continuously from 8 p.m. to 1:30 a.m. Friday and Saturday nights.
