Extended Area Outlook: For Thursday through Saturday - The outlook calls for a chance of precipitation Thursday followed by fair skies through the remainder of the period. Highs should average near 40, lows in 30s, through the period. It should be slightly cooler in the mountains.

West Virginia: Today - Partly cloudy, highs in 30s to low 40s, lows in 20s to low 30s. Wednesday - Chance of rain, highs in 40s to low 50s.

The Nation Yesterday: Travelers advisories remained in effect last night over southeast Idaho, west Nevada and the Sierra Mountains in the north portion of California. Winter storm warnings and heavy snow warnings continued eastward from south Montana into the mountains of Utah, across the mountains of New Mexico, through north and west Colorado into west Nebraska and southwestern South Dakota. As much as two feet of snow with near blizzard conditions were expected last night through today in the higher elevations. Winter storm watches were posted for today and tonight from southern South Dakota into north Kansas, eastward into much of Wisconsin and the northern two thirds of Indiana tonight and Wednesday.Travelers advisories were posted from northeast and southwest Pennsylvania last night into north Georgia. Snow, showers and flurries continued into the evening over the Rockies and mountains from north California into Washington. These became rain showers in the lower elevations. Snow showers continued over the Great Lakes and north portions of the Atlantic Coast, then changed to rain along the central and southern Atlantic Coast. Sunny skies were scattered in the southwest, west Texas and portions of the Dakota through much of Minnesota, Midland, Tex. tied the record high temperature for January 3 with 70 degrees. The Record was set in 1939.

The National Weather Forecast for Today - Temperates will remain unseasonably cold over most of the nation. Snow showers will extend from the north and west portions of New England into the lower Great Lakes. Snow will extend from the mountains of central Arizona through the great Basin, eastward across the northern two thirds of the Rockies and Plains into the upper Mississippi Valley. Rain will be general over the lower Missouri Valley and northern Arkansas.

The Council of Governments' Air Quality Index for yesterday showed the high reading in the Washington area during the 2 to 3 p.m. period was 28 for the pollutant, carbon monoxide. Index values between 25 and 49 indicate for fair air quality. When the index exceeds 100 the air becomes hazardous and persons with lung, heart and eye problems should restrict their activity. The forecast for today indicates the air quality will improve.

The National Weather Service forecasts that the Potomac River stage at Little Falls will be between 3.1 and 3.2 feet today.
