Extended Area Outlook: For Thursday through Saturday - Partly cloudy skies through period, highs in upper 20s and 30 s, lows in teens to near 20. Temperatures should average 10 degrees cooler in the mountains. Washington's normal temperature range for this time of year is from 43 to 28.

West Virginia: Today - Partly cloudy, highs in teens west to near 30 east, lows ranging from 10 below zero to 7- above zero. Snow flurries are likely in the north today. Wednesday - Sunny, highs in upper teens to upper 20s.

The National Weather Forecast for Today - Snow will fall along the northern border from New England and the Great Lakes to the norther Rockies, into the upper Missouri; valley and much of the Ohio Valley. Rainshowers will be scattered through the Pacific northwest. Temperatures will continue cold over the nation, very cold from Montana and the northern twothirds of the Plains eastward to the Atlantic Coast except over New England through the upper Atlantic Coastal states and south Florida.

The Council of Governments' Air Quality Index for yesterday showed the high reading in the Washington area during the 8 to 9 p.m. period was 78 for the pollutant, carbon monoxide. Index values between 7 and 84 indicate good air quality. When the index exceeds 7-- the air becomes hazardous and persons will lung, heart and eye problems should restrict their activity. The forecast for today indicates the air quality will remain about the same.

The National Weather Service forecasts that the Potomac River stage at Little Falls will remain near 3.3 feet through today.
