Lower Potomac and Chesapeake Bay: Fair with northwesterly winds at from 10 to 20 knots today, shifting to variable at less than 10 knots tonight. Visibility will be more than 5 miles. The bay is still ice-covered.

West Virginia: Today - Sunny, highs from the mid 20s to the mid 30s, lows from the mid teens to the mid 20s. Thursday - Cloudy, chance of light snow, highs in the 30s.

Extended Area Forecast for Friday through Sunday: Chance of rain or snow on Friday and periods of snow flurries in the mountains through the weekend. Fair on Saturday and Sunday. Highs will be from the mid 30s to the mid 40s, lows from the 20s to the low 30s. Normal Washington temperatures for the period are a high of 44 and a low of 20.

The National Weather Forecast for Today - Light snow will scatter through much of the Great Lakes and also in Missiouri, the central Rockies and northern Arizona. There will be some showers in Louisiana, eastern Texas and north-western Oregon. Skies will be mostly sunny elsewhere, except for considerable cloudiness in the Great Plains, the Mississippi Valley and the Pacific northwest. It will be mild along the California coast and from central Montana into North Dakota. Otherwise it will be cold inside of moderating temperatures from eastern Texas through the Ohio Valley.

The Council of Governments' Air Quality Index for yesterday showed the high reading in the Washington area during the 2 p.m. to 3 p.m. period was 16 for the pollutant, photochemical oxidants. Index values between zero and 16 indicate good air quality. When the index exceeds 100 the air becomes hazardous and persons with lung, heart and eye problems should restrict their activity. The forecast for today indicates the air quality will be good.

The National Weather Service forecasts that the Potomac River stage at Little Falls will be near 3.2 feet.
