Lower Potomac and Chesapeake Bay: Today - Fair with visibility of more than 5 miles. Wind will be westerly at from 10 to 18 knots today, but variable at from 8 to 15 knots tonight. Waves in unprotected waters will average less than 2 feet.

West Virginia: Today - Sunny, highs in the 40s, lows from the mid teens to the mid 20s. Thursday - Cloudy, chance of rain, highs from the mid 50s to the mid 60s.

Extended Area Forecast for Friday through Sunday - Mild with showers on Friday, fair on Saturday and Sunday. Highs will range from the 50s to the 60s, while lows will be in the 30s. Normal Washington temperatures for the period are a high of 51 and a low of 32.

The National Weather Forecast for today - Rain will continue over the Pacific northwest. Snow will extend from the northern two-thirds of the Rockies through the middle Missouri Valley. The precipitation will become rain over the remainder of the central plains through the lower half of the Mississippi Valley, into the lower Ohio Valley. Snow flurries will scatter along the eastern end of the Great Lakes. Temperatures will remain generally cool and cold over the nation.

The Council of Governments' Air Quality Index for yesterday showed the high reading in the Washington area during the 2 p.m. to 3 p.m., period was 37 for the pollutant, photochemical oxidants. Index values between 25 and 49 indicate fair air quality. When the index exceeds 100 the air becomes hazardous and persons with lung, heart and eye problems should restrict their activity. The forecast for today indicates the air quality will improve.

The National Weather Service forecasts that the Potomac River stage at Little Falls will be near 4.5 feet.
