Lower Potomac and Chesapeake Bay. Today - Partly cloudy, chance of rain. Visibility will be more than 5 miles except for less than 2 miles locally at times. Winds will be from the southwest at from 15 to 25 knots. Waves in upprotected waters will be from 2 to 3 feet.

Extended Area Forecast for Friday through Sunday: Today - Sunny on Friday, but partly cloudy through the remainder of the period. Highs will be in the 60s, lows in the 40s, Normal Washington temperatures for the period are a high of 62 and a low of 61.

The Nation Yesterday: A low pressure center stalled over South Dakota, producing strong winds and heavy snow across eastern Montana, northeastern Wyoming and the western Dakotas. Strong winds of 30 to 50 mph were produced blizzard conditions across northeastern Wyoming and over southwestern south central and northeastern North Dakota. Near zero visibility was common in these areas. Heavy thunderstorms scattered from Mississippis across Alabama, northern Georgia, eastern Tennessee and portions of the carolinas. Tornadoes, were reported near Montgomery and Anniston, Ala. Heavy downpours of rain accompanied many of the thunderstorms across the southeast, causing flooding of low lying areas. Scattered snow continued across portions of the central intermountain region. Elsewhere, rain fell across portions of northern Maine. Widely scattered showers were noted across northern California and southern Oregon. Unseasonably warm weather continued across the eastern half of the nation, with temperatures climping into the 70s and 80s from the lower half of the Mississippi Valley, across the Ohio Valley, Michigan and most of the Atlantic Coast states.

The National Weather Forecast fortoday - Showers and thunderstorms will fall the southeast across the southern and middle Atlantic Coact states, the Appatchians and much of the Ohio River Valley. Scattered rain will fall from Michigan across Wisconsin and southern Minnesota. Snow [WORD ILLEGIBLE] fall from northern Minnesota across the Dakotas, Montana and Wyoming . Elsewhere, fair weather is expected. It will be unseasonably warm from the Atlantic Coast states, across most of the Great Lakes region, the Ohio River Valley and the southeast. Cool weather will prevail from California across the Rockies and intermountain regiort. Mild weather is expected elsewhere.

The Council of Governments' Air Quality Index for yesterday showed the high reading in the Washington area during the 2 p.m. to 3 p.m. period was 27 for the pollutant, photochemical oxidants. Index values between 14 and 49 indicate fair air quality. When the index exceeds 100 the air becomes hazardous and persons with lung, heart and eye problems should restrict their acivity. The forecast for today indicates the air quality will improve.

The National Weather Service forecasts that the Potomac Riverstage at Little Falls will be near 4.7 feet.
