Extended Area Outlook for Sunday through Tuesday: Fair through the period, with temperatures becoming gradually warmer, highs will be in the 50s Sunday and the upper 60s to low 70s thereafter. Lows will rise from the 40s on Sunday to the 50s by Monday. Normal Washington temperatures for the period are a high of 65 an a low of 44.

Lower Potomac and Chesapeake Bay: Today - Fair with winds from the north at 12 to 22 knots. A small craft advisory is likely. Visibility will be 5 miles or more. Waves in unprotected waters will average 2 to 3 feet.

West Virginia: Today - Variable cloudiness with a chance of snow flurries in the north, highs will range from the upper 40s to mid 50s, lows will be in the teens. Saturday - Sunny, highs in the mid 40s to mid 50s.

The National Weather Forecast for Today - There will be rain in southern New England. Snow will be scattered over northern New England, the interior of New York state, western Pennsylvania and northeast Ohio. Showers will develop from northern California across western Washington state. The remainder of the nation will be mostly sunny. Unseasonably cool temperatures will prevail over California and western Oregon as well as through the northern and central Atlantic Coast states into the Carolinas and westward to the Mississippi River. Elsewhere, seasonably mild temperatures will be the rule.

The Council of Governments' Air Quality Index for yesterday showed the high reading in the Washington area during the 3 p.m. period was 20 for the pollutant, photochemical oxidants. Index values between 0 and 24 indicate good air quality. When the index exceeds 100 the air becomes hazardous and persons with lung, heart and eye problems should restrict their activity. The forecast for today indicates the air quality will remain good.

The National Weather Service forecasts that the Potomac River stage at Little Falls will decrease gradually from 8.6 feet. Stages above 5 feet are hazardous for recreational purposes.
