Two Washington area men were killed early yesterday morning on Interstate 295 just outside the District of Columbia line at Forest Heights after their car slammed into the back of a tractor-trailer and burst into flames, Maryland State Police said.

The driver of the auto, 25-year-old Edward J. Hildebarnd III, of 1643 Forest Hill Ct., Crofton, and his passenger, 22-year-old Donald P. Marin, of 1301 Croton Dr., Alexandria, were killed instantly in the crash, police said.

The driver of the tractor-trailer, Jesse Seamster, 55, of 5820 Norht Kings Hwy., Alexandria , was not injured in the accident, police said. Seamster, according to police, was charged with negligent driving as result of the accident.

Police said the incident occurred after the driver of the tractor-trailer tried to make a left turn in the emergency vehicle turning lane on Interstate 295, just 34-feet south of the District line.

Police said the car, driven by Hildebrand, was traveling in the fast lane at an "excessive rate of speed" and was trying to pass slower traffic on the right when it turned into the adjacent lane and crashed into the back of the trailer and the cae exploded into flames.
