Julie Marie Higgins, 23, an assistant librarian for a Washington law firm, died of an aneurysm Sunday at Georgetown University Hospital.

She had been with the firm of Arent, Fox, Kinter, Plotkin and Kahn since last fall when she received a master's degree in library science from the University of Maryland.

Born in Detroit, Miss. Higgins came to the Washington area eight years ago when her father, the late George T. Higgins, became a Washington representative of the Chrysler Corp. He died in 1971.

Miss Higgins received her undergraduate degree in library science with honors from Denison University in Granville, Ohio.

She is survived by her stepfather and mother, William L. and Marilyn J. Kohler, of the home in Potomac; four brothers, Richard Reese Higgins, of Ithica, N.Y., Thomas Brandon Higgins, of Carlisle, Pa., James Justin Higgins, of Durham, N.C., and George Joseph Higgins, of the home; three stepbrothers, William Louis Kohir, Francis Stephen Kohler and Charles Smith Kohler, all of the home; there stepsisters, Katharine Mary Kohler, of Alexandria, Margaret Alma Kohler, of Winooski, Vt., and Joan O'Neill Kohler, of Marietta, Ohio, and two step-grandmothers, Mrs. Charles L. Smith, of Washington, and Mrs. Phil Twiford, of Johnstown, Pa.
