A public hearing on the preliminary draft of a development plan for North Silver Spring will be held by the Montgomery County Planning Board thursday, Dec. 1, 7:30 p.m., in the board's auditorium at 8787 Georgia Ave., Silver Spring.

The draft plan was initiated by and developed with the assistance of the North Sivler Spring Neighborhood Planning Association, which is made up of representative sof nine civic associations and one businessmen's gorup. The area they represent is located roughly south of the Beltway, east of Rock Creek and the B & O Railroad tracks, north of Spring Street and Wayne Avenue and west of Sligo Creek and COlesville Road.

The basic thrust of the paln is to amke recommendations on land use, zoning, traffic and transportation, environmental quality and public failities, while insuring the integrity of residential communities immediately north of the Silver Spring central business district, the planning commission reports.

Copies of the draft plan are available at the planning board office, 8787 Georgia Ave., and at the Silver Spring Library.

Those who wish ot testify at the hearing should notify the Community relations Office, at 565-7401 or 565-7402, no later than 5 p.m. Wednesday, Nov. 30. Those who have not signed up in advance will be heard at the end of the other testimony. In additin, writtern testimony will be received into the record and given the same consideration as oral testimony.

After the public hearing the draft proposal will be reconsidered and revised as the board deems desirable before being sent to the county council for its consideration.
