The National Weather Forecast for today -- Rain will fall over southern Texas and it will spread Into the lower Mississippi Valley. Snow will extend from northeastern New Mexico through the central plains into the middle Mississippi Valley.Snow showers will be scattered over the Rockies and the northern Plateau, while a few rain showers will linger over California. It will be foggy in the Pacific Northwest. Mostly sunny skies will prevail over the East, except for scattered snow near the lower Great Lakes and over northern New England. Temperatures will continue to be very cold from the Great Plains to the Atlantic Coast. It will be seasonably cool or cold over the Rocky Mountains and the Far West.

The Council of Governments' Air Quality Index for yesterday showed the high reading in the Washington area during the 2 p.m. to 3 p.m. period was 20 for the pollutant, photochemical exidants.
