Lower Potomac and Chesapeake Bay - Fair with a chance of snow tonight. Winds will shift from the west to the southeast at near 15 knots. Waves will average 1 to 2 feet. Visibility will be 5 miles or more decreasing to less than 1 mile in show.

West Virginia: Today - Increasing cloudiness with snow beginning at hight in the west, high in the 20s except in the 30s in the Eastern Panhandle. Friday - Snow, possibly mixed with sleet or freezing rain, high in the mid 30s.

Extended Area Outlook for Saturday through Monday - Clearing Saturday, fair Sunday and Monday. Highs will be in the 20s to low 30s, lows in the teens. Normal Washington temperatures for the period are a high of 43 and a low of 28.

The National Weather Forecast for Today - Snow will extend from the east Central Plains through the middle Mississippi Valley into the lower Ohio Valley. Rain and scattered thunderstorms will cover the lower Mississippi Valley and spread east into Alabama and Georgia. Freezing rain is possible over Kentucky, Tennessee and northwestern Alabama. Rain showers will be scattered over the central and northern Pacific Coastal region and a few rain or snow showers will dot the Great Basin area. Skies will be mostly sunny over the Rocky Mountain region and the Northeastern states. Temperatures will remain quite chilly in the East, although not as cold as the last few days. Seasonably, cool temperatures will prevail elsewhere the nation.

The Council of Governments' Air Quality Index for yesterday showed the high reading in the Washington area during te 3 p.m. period was 21 for the pollutant, photo-chemical oxidants. Index values between 0 and 24 indicate good air quality. When the index exceeds 100 the air is considered very unhealthy and individuals with lung, heart and even ailments are urged to restrict their activity. The forecast for today indicates that the air quality will remain good.

The National Weather Service forecasts the Potomac River stage at Little Falls should fall to near 4.3 feet today.
