The following final actions were taken by the D.C. Board of Zoning Adjustment at its public meeting Feb. 1:

Approved plans submitted by Harry W. Goldberg, trustee, for a restaurant carry-out at 400 Massacheusetts Ave. NW. At a previous meeting, the board granted a special exception to change a non-conforming use from a gasoline service station to a restaurant carry-out, subject to the applicant's submission of final design plans.

Approved plans submitted by John R. Garrison for a residential building at 3801 New Hampshire Ave. NW. Garrison's application asked for variances from the prohibition against making an addition to a non-conforming use, from the open court requirements and from the lot occupancy requirements to permit an addition to a non-conforming structure housing a non-conforming use at 3801 New Hampshire Ave. NW.

Granted subject to a parking requirement the application of Oliver T. Carr Jr. and George H. Beuchert Jr., trustees, for a special exception to allow parking in excess of the maximum specified in the regulations at 2555 Pennsylavania Ave. NW.

Granted the application of Joseph P. and Leonore M. Pinkney for a variance from the rear yard requirements to permit a rear addition to a dwelling at 1643 Fort Davis St. SE.

Granted for one year the application of the National Wildlife Federation for a special exception to continue the use of a parking lot at 1607-1613 O St. NW.

Denied the application of Andrew J. McErlean for a special exception to permit a college or university use (for Goddard College) at 2901 34th St. NW.

Granded for two years subject to conditions, the application of NUV-1 for a special exception to permit a community center in the rear of 771 U St. NW.

Granted for the application of C. Landon Fallin for a special exception to change a non-conforming use from a real estate office to a beauty parlor on the first floor at 1340 G St. SE.

Granted the application of Yves Fedrigo for a variance from the parking requirements to permit a restaurant at 713 8th St. SE.

Granted for two years the application of Louis P. Gatti and Hugh Gittinger for a special exception to continue the use of a parking lot at 732-738 5th St. NW.

Granted for two years the application of Angelo A. Puglisi for a special exception to establish a parking lot to be run in conjunction with adjacent lots at 729 6th St. NW.

Granted for five years the application of Carrie Notes Dorman and Issac Notes for a special exception to continue the of a parking lot in the rear of 5103 Georgia Ave. NW.

Granted for four years the application of Bladen Realty Corporation for a special exception to use the site for truck parking at 1733-1735 Johnson Ave. NW.

Denied a request for stay of order pending review and decision of the D.C. Court of Appeals in the application of Mathew M. Witenstein for a variance from the lot area requirements to permit erection of a single family dwelling at 5730 Utah Ave. NW.
