George F. Carter, 30, listed in the 3400 block of 25th Street SE, has been arrested at O'Hare airport in Chicago by customs agents and members of the Drug Enforcement Agency who said they found about three pounds of heroin in four cigarette cartons that Carter was carrying, the DEA reported yesterday.

Carter was charged with possession of a controlled substance - heroin with intent to distribute. He was being held in the Federal Corrections Center inChicago in lieu of $100,000 bond. Vernon Meyre, regionaldirector of the DEA in Chicago, said that Carter was liston the agency's national lookout system and also on the U.s. Customs Service's lookout system. Because of that, Meyer was detained and searched Wednesday after his KLM flight from Copenhagen was diverted from New York to Chicago, Meyer said.

"We found a little bit of heroin in his shirt poscket and as a result decided to search further," Meyer said. "He was carrying four cases of cigarettes which appeared to be completely sealed. But when we opened them we found that 36 of the 40 cigarette packs contained heroin in small containers."

Meyer said that the heroin "looks to be uncut, high quality Asian heroin." He said that "if it is pure, the eventual street value would b e about $1 million."
