The Council of Governments' Air Quality Index for yesterday showed the high reading in the Washington area during the 4 p.m. period was 110 for the pollutant, photo-chemical oxidants. Index values between 100 and 249 indicate very unhealthy air quality. When the index exceeds 10 the air is considered very unhealthy and individuals with lung, heart and eye ailments are urged to restrict their activity. An air pollution alert is in effect through 4 p.m. today .
