Marylanders who drive to work in the District of Columbia will soon find that an additional 402 city blocks with at least 7,452 parking spaces, are off-limits for all day parking.

The D.C. City Council adopted resolutions last week that provide for the largest single expansion of Washington's residential permit parking program. They will go into effect in three stages during August.

The largest neighborhood affected, and the one that is most likely to have the greatest impact on suburban commuters, will be 78 blocks in the Dupont Circle area in D.C. Ward 2, on the northern fringe of downtown.

The area currently is a favourite one for all-day commuter parking. The new ban will extend eastward from 23rd Street NW to Logan Circle at 13th Street NW, and from M Street north to U Street.

Part of the area already is restricted by short-time parking meters and rush-hour towaway zones.

With the new restrictions, more than 11 percent of the 10,000 city blocks will be covered by the commuter parking ban. This is in addition to metered areas, which barr all-day parking in the downtown area.

Douglas N. Schneider Jr., director of the D.C. Department of Transportation, reported recently that a survey of the Dupont Circle area showed 100 percent of 1,935 legal parking spaces in the 78 affected blocks were filled during business hours. Of the parked cars, 53 percent bore license tags from outside the District of Columbia, many of them from Maryland.

Schneider has been a crusader against individuals commuting into the city, one in a car, and an advocate of a shift to mass transportation and to car pools.

Other areas of the District affected by the newly expanded parking restrictions will include the western fringes of both the American Universiay and Howard University campuses, impacted by all-day student parking, and the areas adjoining Metrorail stations on the Red Line at Takoma, Brookland and Fort Totten.

A large area of Cleveland Park also will be covered by permit parking.

Another area that will affect commuters is the residential section of the Southwest Washington urban renewal area, centering on 4th Street SW and extending from the Southwest Freeway (I-395) to Fort Mcnair.

Under the permit program, residents all ffected neighborhoods may buy stickers that permit all - day parking. Nobody who lives elsewhere, whether in another part of Washington or in the suburbs, may park longer than two hours.

Under the D.C. rules, the parking restrictions are established by a method that is initiated by neighborhood residents. They are put into effect if a survey shows the proposed area is severely impacted by all day parking by commuters.

Commuters who are affected by the ban have no direct voice in the decisionmaking.
