Atlantic Ocean Beaches from New Jersey to North Carolina-Hurricane watch in effect for Carolina beaches.Today and Monday - Breezy with a few showers and rough surf. Highs will be in the 80s. For the remainder of the Atlantic beaches, partly sunny skies should prevail with a chance of showers in the south. Highs will range from mid 70s to around 80. Water temperatures will be from the mid [WORD ILLEGIBLE] to upper 70s.

Extended Area Outlook for Tuesday through Thursday: Fair Tuesday and Wednesday with a chance of showers on Thursday. Highs will average in the upper 70s in mid 80s and lows in the upper 50s to mid 60s. Normal Washington temperatures for the period will be a high of 83 and a low of 64.

The Nation Yesterday: Weather systems moving very sluggishly produced little change in The nations weather. Large high pressure systems still covered most of the East the West. There were slow moving cold fronts over the Pacific northwest and the upper Midwest. This pattern also led to little change is hurricane Ella. At 3 p.m. EDT, Ella remained stalled less than 308 miles southeast of Cape Hatteras, N.C. She was expected to remain nearly stationary for the next 12 to 24 hours due to weak sterring currents. A hurricane watch was still in effect at the Outer Banks of North Carolina from Cape Lookout to the Virginia border but there was no immediate threat to the coast. Precipitation continued to be a scarce item in the country. Scattered thunderstorms were reported over southern New Mexico, Wisconsin, The Texas coastal piers and southern Florida. There were a few scattered showers on the coastal sections of Washington and Oregon. In spite of high pressure systems dominating much of the country normal August sunshine was lacking. Sunny skies were over the Ohio Valley and the central Great Plains and also in parts of the southwestern states elsewhere there were varying amounts of cloudiness. Many temperatures in the nation were seasonable in the 70s and 80s. The major exceptions were mid conditions over the Pacific northwest, where 60s were frequent and [WORD ILLEGIBLE] weather, in the 90s, in the northern half of the Great Plains and Gulf Coast regions. The warmest areas were over the southwest deserts where it was above the 100 degree mark. The coolest, with 50s, was over the Washington mountains and near the California coastline.

The national weather forecast for today - scattered showers and thunderstorms will range across the Pacific northwest and northern Idaho into western Montana, and over the Gulf and the Atlantic Coast states through the northern and lower Great Lakes region. Elsewhere sunny or partly cloudy weather will prevail. Temperatures will be mild from the southern Rockies across north and southwest Texas into the lower Mississippi Valley and from northwest. Hot weather will continue over the northern Plains and spread over the southern Plains. The remainder of the country will be seasonably warm.

The Council of Governments' Air Quality Index for yesterday showed the high reaching in the Washington area during the 12 to 1 p.m. period was 48 for the pollutant, photochemical oxidants.
