Lower Potomac and Chesapeake Bay - Cloudy with a chance of rain or drizzle. Visibility will be 5 miles or more diminishing to less than 1 mile in rain. Winds will be from the northeast at 15 to 25 knots shifting to the east at 10 to 20 knots by evening. Waves will average near 2 feet.

West Virginia: Today and Thursday - Cloudy with scattered showers or thundershowers, high in the 70s, lows from the mid 50s to mid 60s.

The National Weather Forecast for today - Rainstorms will be scattered along the Atlantic Coast from Florida through Delaware, across the Gulf states to east Texas, the Tennessee Valley, the Ohio Valley, the Mississippi Valley, the northern half of the Plains, the upper Missouri Valley, the northern Rockies and across the Pacific Northwest Coast. Temperatures will be cool from New England and the northern Atlantic Coast across the Great Lakes, the northern half of the Plains, the northern half of the Rockies into the eastern portion of the Great Basin and the northern Plateau region. Temperatures will be warm from the Carolinas through Florida and across the Gulf Coast states as well as the southern California coast. Temperatures elsewhere over the nation will be seasonably mild.

The Council of Governments' Air Quality Index for yesterday showed the high reading in the Washington area during the 3 p.m. period was 100 for the pollutant, photochemical oxidants. Index values between 100 and 249 indicate very unhealthy air quality. When the Index exceeds 100 the air is considered very unhealthy and individuals with lung, heart and eye ailments are urged to restrict their activity. The forecast for today indicates that the air quality will improve.

The National Weather Service forecasts the Potomac River stage at Little Falls should remain near 3.0 feet today.
