Thomas F. Kennedy, 27, of 8510 Contee Rd., Laurel, is a Republican. He was born in Prince George's Country. He is an attorney is a general and legislative practice of law. Prior to entering into private practice, he served as an attorney for the U.S. Department of State.

He is a member of the bar of the District of Columbia, the American Bar Association, the Federal Bar Association and the Young Lawyers Council of the D.C. Bar. Locally, he is a member of the Greater Laurel Area Chamber of Commerce and the Oaklands Citizens Association of Laurel.

In April of this year, Kennedy became president of the Prince George's County Republicans. He is also a member of the executive board of the Maryland Federation of Young Republicans. Kennedy is a former Boy Scout, Scout leader and Big Brother. He is a graduate of Archbishop Carroll High School in Washington. He received his BA from Mount St. Mary's College and is listed in "Who's Who Among Students in American Universities and Colleges." He received his law degree in 1976 from the International School of Law. He lives in Laurel with his wife, Debbie, a registered nurse at the Greater Laurel-Beltsville Hospital.

Ethies: I support more rigorous standards which ensure state affairs transact with such impartiality that everyone understands that state officials cannot be improperiy influenced. Such standards must promote public confidence in government by prohibiting activities that might permit misuse of office for private gain and favored treatment for organizations or individuals. The present ethics law currently applies only to public officials and employes under the executive. Legislation must be enacted in the next session which places stringent requirements of ethical conduct upon elected officials and places the burden of enforcement of those standards under one administrative body.
