QUESTION A: REQUIRING BOTTLE DEPOSIT CHARGES.

A present, Howard County has no requirements for mandatory payment of deposits or refunds for beverage containers. If this question is approved, the seller of drinks in glass, metal or plastic bottles or cans would be required to charge a deposit on the container, to be refunded on return of the container.

QUESTION B: SALARY OF COUNTY COUNCIL MEMBERS.

Members of the County Council are paid $7,800 a year. Passage of this county charter amendment would increase the salaries to $10,000 a year.

QUESTION C: AGRICULTURAL LAND PRESERVATION.

Question C is a referendum on Howard County's agricultural land preservation program. The measure has been approved by the County Council and signed by the county executive and the issue is now before the voters.

Under this act, the county executive may purchase land, then sell or lease the right to farm the land to qualified persons. The county executive also may buy easements to farm land and set up a financial plan for the program using federal, state or local monies. County funds can be used for this purpose, if approved by the County Council.

The County Agricultural Land Preservation Board will develop guidelines for administration of the county program.

There currently is a similar program run by the state, which the county would be part of even if this referedum is defeated.
