West Virginia: Today and Wednesday - Cooler with periods of rain, hign in the 50s, low in the 40s.

Lower Potomac and Chesapeake Bay - Cloudy with a chance of rain. Visibility will be 1 to 3 miles diminishing to less than 1 mile in rain. Winds will be from the north-west at near 10 knots. Waves will average 1 to 2 feet.

The National Weather Forecast for today - There will be rain over western Washington state, from eastern Louisiana across Mississippi and Alabama into northwestern Georgia, and north eastward through most of the Ohio Valley, the western Carolinas, the Middle Atlantic Coast states and the lower Great Lakes into central New England. Widely scattered showers will range across portions of the middle Mississippi Valley and northern New England. Skies will be mostly sunny from the south and central Pacific Coast region across the Rockies, the Plains and most of the Mississippi Valley to the upper Great Lakes. Temperatures will be mild through the south Atlantic Coast states, and from California and Oregon across the northern and central Rockies, the northern halves of the Plains and the Mississippi Valley and through the upper Great Lakes. Cool temperatures will prevail across most of the remainder of the nation.

The Council of Government's Air Quality Index for yesterday showed the high reading in the Washington area during the 3 p.m. period was 60 for the pollutant, photochemical oxidants. Index values between 50 and 99 indicate unhealthy air quality. When the index exceeds 100 the air is considered very unhealthy and individuals with lung, heart and eye ailments are urged to restrict their activity. The forecast for today indicates that the air quality will improve.
