Lower Potomac and Chesapeake Bay: Today - Rain, visibility less than five miles. Winds will be easterly at 20 knots. Waves in unprotected waters will be 2 feet.

Maryland and Virginia: Today - Cloudy with occasional rain, high 50 to 60 low 40s to 50s. Saturday - partly cloudy, high in 60s.

West Virginia: Today - Breezy with rain at times highs in mid 50s to mid 60s and lows in the 40s. Saturday - Partly cloudy, high in the 50s.

Extended Area Outlook for Sunday through Tuesday: Mainly fair through the period. Highs will average in the 50s to low 60s with lows in the 30s to low 40s. Normal Washington temperatures for the period will be a high of 55 and a low of 37.

The Nation Yesterday: A travelers advisory remained over southwestern lows for freezing rain. Travellers advisories for freezing rain and occasional snow also continued this over portions of the eastern Plains of New Mexico, the Texas permanent into northern Texas and the Panhandle through northwestern Oklahoma. Flash flood watches extended over southeastern Oklahoma and east Texas as well as over Arkansas. Freezing rain and sleet, occasionally mixed with snow, extended from southwestern Iowa and southeastern Nebraska into the Texas panhandle and eastern New Mexico. Thundershowers with occasionally thunderstorms extended from the Ohio Valley through the Tennessee Valley, inland portions of the eastern Gulf states and the western Gulf states into central Texas. Rain extended across the Ohio Valley, the Tennessee Valley and the southern Appalachians to the Atlantic Coast, from the Carolinas into southern New England. Rainshowers were also scattered across Washington and the Idaho panhandle into northwestern Montana with showers changing to snow in the mountains. A Flood warning was posted along portions of the Quachita River in southern Arkansas. This river is expected to crest about 2 and a half feet over flood stage at Arkadelphian, Ark. and 4 feet over flood stage at Camoden, Ark.

The National Weather Forecast for today - Rainshowers will be scattered from New Jersey through the Carolinas to the eastern portions of the Mississippi Valley. Rain will be also scattered along the Pacific Northwest coast. Skies will be generally cloudy from southern New England across Georgia, into eastern portions of the lower two thirds of the Mississippi Valley and the upper Mississippi Valley as well a northern Washington, but sunny elsewhere. Temperatures will be mild from Florida through Georgia and the Carolinas. Elsewhere, over the nation, temperatures will be unseasonably cool or cold.

The Council of Government's Air Quality Index for yesterday showed the high reading in the Washington area during the 2 to 3 p.m. Period was 10 for the pollutant, carbon monoxide. Index values between 0 and 24 indicate good air quality. When the index exceeds 100 the air is considered very unhealthy and individuals with lung, heart and eye ailments are urged to restrict their activity. The forecast for today indicates that the air quality will remain good.
