Lower Potomac and Chesapeake Bay - Variable cloudiness. Visibility will be 5 miles or more. Winds will be out of the northwest of 10 to 20 knots. Waves will average 2 feet or less.

The National Weather Forecast for today - Rain is forecast from the north and central Pacific Coast into the central Plateau, with snow showers covering most of the northern Rockies. Montana and portions of Wyoming. Rain will also fall along the East Coast form the Carolinas to central New England. Snow showers will also fall from Michigan through the lower Great Lakes and the upper Ohio Valley to northern New England. Skies will be mostly sunny from southern California through the southern Plains and over much of the upper Mississippi Valley. Mild temperatures are in store from South Carolina through Florida, while cool readings will prevail throughout the remainder of the nation.

The Council of Government's Air Quality Index for yesterday showed the high reading in the Washington area during the 3 p.m. period was 26 for the pollutant, carbon monoxide. Index values between 25 and 49 indicate fair air quality. When the index exceeds 100 the air is considered very unhealthy and individuals with lung, heart and eye ailments are urged to restrict their activity. The forecast for today indicates that the air quality will improve.

The National Weather Service forecasts the Potomac River stage at Little Falls should remain near 3.0 feet today.
