Maryland and Virginia: Showers likely, high in 50s west to 70s at the shore. There will be a chance of snow flurries in the mountains, lows from near 20 in the mountains to 30s elswhere. Sunday -- Partly cloudy, high in 40s.

Lower Potomac and Chesapeake Bay: Today -- Fair, visibility more than five miles except in rain. Winds will be southwesterly at 25 knots. Waves in unprotected waters will be 5 feet.

Extended Area Outlook for Monday through Wednesday: Becoming cold and fair then increasing cloudiness near the end of the period. The highs will be in the mid 30s to mid 40s and by Wednesday in the 50s. Lows Monday will be in the mid 20s and Wednesday in the 30s. Normal Washington temperatures for the period will be a high of 46 and low of 30.

West Virginia: Today -- Occasional rain, heavy at times, highs falling to the 30s and upper 20s. Rain may change to snow by afternoon. Lows will be in the upper teens to low 20s. Sunday -- Cloudy with snow flurries, high in 20s.

The Nation Yesterday: Temperatures in the 18 to 25 degree range near Phoenix, Ariz., did extensive damage to vegetation. Record low temperatures for December were broken at Flagstaff, Douglas, Bisbee, Nogales, Kingman and Grand Canyon. Wilcox, with 5 degrees below zero, broke their all time record low temperature of 2 degrees below zero, which was set in 1887. Record temperatures for Dec. 8 were broken or tied over a large area of the West, and the cold spot for the nation was 43 degrees below zero at Yellowstone Park, Wyo. Winter weather continued from the Ohio Valley into Texas.A freezing rain warning for this afternoon extended over the southern two thirds of Indiana, with a heavy snow warning over southern Indiana tonight. An ice storm warning covered the southern third of Illinois. A heavy snow warning extended over the southern half of Arkansas with a winter storm warning over southern Arkansas. Travelers advisories for freezing rain and snow mixed extended across southern Michigan, central Illinois and east central through southern Missouri as well as west central Ohio. Travelers advisories for snow and or freezing rain remained over much of northern Texas into central Texas, while travelers advisories for blowing and drifting snow extended over eastern through southern Wyoming and the eastern slopes of the Rockies in western Montana.

The National Weather Forecast for today -- showers and thunder-showers will reach from the east Gulf Coast states through Virginia. Rain will reach from most of New England through eastern Pennsylvania, Delaware and eastern Maryland.Rain will become mixed with freezing rain and then to snow northeastern New York through western Pennsylvania and the upper Ohio Valley over the Appalachians into northern Louisiana and northeast Texas. Light snow will fall west of the freezing rain through the eastern half of the Great Lakes region into the lower Ohio Valley into parts of Oklahoma and Arkansas and also from northern Maine through northern Vermont. Showers will dampen western Oregon and Washington, snow flurries will cover eastern Washington and the northern Rockies. Elsewhere fair or sunny skies will prefail. Mild temperatures will continue from the eastern slopes of the Appalachians to the Atlantic Coast. The rest of the nation will be cold or very cold.

The Council of Government's Air Quality Index for yesterday showed the high reading in the Washington area during the 3 p.m. period was 20 for the pollutant, particulate matter. Index values between 0 and 24 indicate good air quality. When the index exceeds 100 the air is considered very unhealthy and individuals with lung, heart and eye ailments are urged to restrict their activity. The forecast for today indicates that the air quality will remain the same.
