Lower Potomac and Chesapeake Bay: Today -- Partly cloudy, visibility more than five miles. Winds will be northwesterly at 15 to 25 knots. Waves in unprotected waters will be 3 to 5 feet.

Extended Area Outlook for Tuesday through Thursday: Increasing cloudiness with a chance of rain on Wednesday or Thursday. The highs will average in the 40s to the low 50s and lows mainly in the 20s Tuesday and in the 30s by Thursday. Normal Washington temperatures for the period will be a high of 45 and a low of 30.

The Nation Yesterday: A flash flood warning continued below the four states reservoir in Marion County, West Virginia. Water continues to flow over the dam and there is the threat the dam may burst, flooding Tevebaugh Creek. Also, the Paintsville Dam in Kentucky has not been completed and heavy rains over the Paint Creek basin have made necessary evacuation of residents along portions of the creek. Flood warnings remained along the Monongahela River of western Pennsylvania as well as over portions of eastern Tennessee and Ohio. The winter storm that has reached into the northeastern portion of the nation has lost some of its punch. However, winter storm watches remain over the mountains from western Pennsylvania into Virginia. Winter storm watches remain over much of Vermont through central and southern New York State, where snow, freezing rain and cold temperatures could be a serious hazard. This unusually cold system will bring freezing temperatures into extreme northern Florida with freezing into much of Louisiana and eastern Texas. Travlers advisories for blowing and dritting snow extended over the eastrern slopes of the rockies of Montana, southern Wyoming and the mountains through eastern foothills of Colorado.

The National Weather Forecast for today -- Snowshowers will be scattered from the lower Great Lakes through western portions of New England, and widely scattered across North Dakota. Rainshowers will be widely scattered over southern Florida. Rain will reach from Washington and Oregon, through Idaho into northern Montana, changing to snoe in the higher elevations. Temperatures will be unseasonably cold from the Louisiana delta across Alabama and Tennessee into southern portions of the Ohio Valley. Otherwise, temperatures over the nation will be generally cool or cold.

The Council of Government's Air Quality Index for yesterday showed the high reading in the Washington area during the 10 p.m. period was 8 for the pollutant, carbon monoxide. Index values between 0 and 25 indicate good air quality. When the index exceeds 100 the air is considered very unhealthy and individuals with lung, heart and eye ailments are urged to restrict their activity.The forecast for today indicates that the air quality will remain good.

The National Weather Service forecasts the Potomac River stage at Little Falls should be 4.5 feet today.
