Lower Potomac and Chesapeake Bay -- Fair and good visibility today, with northeasterly winds at 10 to 15 knots. Waves will average 1 to 2 feet.

The Nation Yesterday: Temperatures remained in the teens or below zero from eastern Montana into western North Dakota,... with strong winds and as much as 8 inches of new snow. There was freezing rain over central lowa and parts of Illinois. Rainshowers continued from the eastern Carolinas through Florida, and over eastern Texas.

The National Weather Forecast for today: Snow will extend from Montana across much of Wyoming, northeastern Utah, Colorado, the northern Plains into central Kansas, northern Missouri, into Minnesota, and across the upper Great Lakes into the Ohio Valley. Precipitation will become freezing rain or snow from central Kansas across northeast Missouri into northern Ohio, then to rain across northeastern Oklahoma, Arkansas, and southern Missouri into the central Ohio Valley. Temperatures will be very cold from western Kansas across the Dakotas, the upper Missouri Valley, the northern and central Rockies into eastern Oreqon and Washington. Temperatures elsewhere over the nation will be generally cold.

The Council of government's Air Quality Index for yesterday showed the high reading in the Washington area during the 3 p.m. period was 13 for the pollutant, photochemical oxidents. Index values between 0 and 24 indicate good air quality. When the index exceeds 100 the air is considered very unhealthy and individuals with lung, heart and eye ailments are urged to restrict their activity. The forecast for today indicates that the air quality will continue to be good.

The National Wealther Service forecasts the Potomac River stage at Little Falls should fall to 4.5 feet today.
