Retired Lt. Col. Quentin S. Swain Jr., 51, a budget officer with the Department of the Army here, died Monday at Arlington Hospital following a heart attack.

Col. Swain was commissioned into the Army in 1949, after a year in the Navy. He served with the 2nd Infantry Division in Korea in 1952 and 1953, and later with the 4th Armored Division and the Army Support Command in Germany.

He came to the Washington area in 1964 to join the Office of the Army Budget as an assistant to the director. From 1967 until his retirement in 1969, he directed the Army's physical disability division.

Col. Swain was born in Grandview, Tex., and attended the University of Texas at Austin.

He earned a bachelor's degree in military science from the University of Maryland extension school in Heidelberg, Germany, in 1962, and a master's degree in business administration from Syracuse University in 1964.

A resident of Arlington, Col. Swain was president of the Donaldson Run Recreation Association. He also was a member of Holy Trinity Catholic Church in Washington.

Survivors include his wife, the former Theresa Tholl, of the home, and his father, Quenton S. Swain, of Orlando, Fla.
