West Virginia: Today -- Cloudy with occasional flurries, high in the 30s, lows from the teens to the 20s. Partly cloudy tonight.Tuesday -- Mostly cloudy, highs from the mid 30s to the mid 40s.

Extended Area Forecast for Wednesday through Friday -- Chance of precipitation at the beginning and the end of the period, otherwise partly cloudy. Highs will average from the 30s to the mid 40s, lows from the teens to the low 30s. Normal Washington area temperatures are a high of 44 and a low of 27.

Lower Potomac and Chesapeake Bay -- Fair with visibility of 5 miles or more. Winds will be from the northwest at 20 to 25 knots, diminishing somewhat by nightfall. Waves will average 2 to 4 feet. Tides will run 3 to 4 feet above normal over the northern bay.

The Nation Yesterday: Heavy rain and snow from the most recent winter storm reached to the Atlantic Ocean. Snow showers were reported from notheastern Mississippi across much of the Tennessee Valley, the Appalachian Mountains and were scattered across the Great Lakes. Freezing rain extended from western New England across northern portions of the Ohio Valley. Rain also continued from the remainder of New England through eastern Pennsylvania.

The National Weather Forecast for today -- Snow is forecast from New England across the lower Great Lakes and the northern half of the Appalachians, turning to rain in southwestern Virginia and western North Carolina. Snow will also reach from the north western half of Minnesota through Montana, into the mountains of northern Arizona, the northern Rockies, the northern Plains and the central Missouri Valley. Skies will be mostly cloudy over Arizona, eastern Nevada and southern California. Temperatures will be mild over Oklahoma and west through central Texas. Elsewhere, temperatures across the nation will be generally cool or cold.

The Council of Governments' Air Quality Index for yesterday showed the high reading in the Washington area during the 10 a.m. period was 8 for the pollutant, photochemical oxidants. Index values between 0 and 24 indicate good air quality.When the index exceeds 100 the air is considered very unhealthy and individuals with lung, heart and eye ailments are urged to restrict their activity. The forecast for today indicates that the air quality will remain good.

The National Weather Service forecasts the Potomac River Stage at Little Falls should rise from 5.2 to 5.6 feet today.
