Lower Potomac and Chesapeake Bay -- Partly cloudy with visibility of 5 miles or more. Winds will be from the northwest at 25 to 40 knots. Waves will build to 2 to 4 feet.

The National Weather Forecast for today -- Rainshowers along the northern Atlantic Coast will change to snow from northern New England across the Great Lakes, the northern half of the Appalachians and the upper Ohio Valley. Rain will be scattered from much of Texas into southern California, changing to snow over the panhandle of Texas across much of Oklahoma into western Nebraska, over the lower three quarters of the Rockies into the mountains from northern Arizona through Idaho. Rain will also be scattered along the southern Washington coast. Temperatures will be very cold from the Missouri Valley through the central Rockies and the Plains through Oklahoma into Arkansas. Elsewhere, temperatures over the nation will remain generally cool or cold.
