Lower Potomac and Chesapeake Bay -- Cloudy with a chance of light snow. Visibility will be less than 1 mile locally. Winds will be from the northwest at 20 to 30 knots and gusty. Waves will be less than 2 feet.

The National Weather Forecast for today -- Rain will fall over New England and also from Florida across most of Georgia and the non-mountain portions of the Carolinas. Rain showers will cover California and southern Nevada with snow over the higher mountains and also across eastern Washington, Montana and the Intermountain region. Elsewhere skies will be fair or partly coludy. It will be very cold from the central Great Plains over the mid and lower Mississippi and Ohio Valleys The remainder of the nation will be seasonably cold.

The Council of Governments' Air Quality Index for yesterday showed the high reading in the Washington area during the 3 p.m. period was 15 for the pollutant, photochemical oxidants. Index values between 0 and 24 indicate good air quality. When the index exceeds 100 the air is considered very unhealthy and individuals with lung, heart and eye ailments are urged to restrict their activity. The forecast for today indicates that the air quality will remain good.

The National Weather Service forecasts the Potomac River Stage at Little Falls should fall to near 4.9 feet today.
