Lower Potomac and Chesapeake Bay -- Fair with visibility of 5 miles or more. Winds will be from the northwest at 15 to 25 knots diminishing to 10 knots or less tonight. Waves will average 2 to 3 feet.

The National Weather Forecast for today -- Rain will fall along the Pacific Northwest coast, change to show inland, and spread across the northern Rockies to the Dakotas. Snow will also fall over the lower Great Lakes and portions of western and northern New England-Rain will extend from central and eastern Texas across the lower Mississippi Valley to the south Atlantic Coast states. Very cold temperatures will range from the Great Lakes through the Ohio and Mississippi Valleys to the southern Plains. Cold readings will prevail elsewhere.

The Council of Governments' Air Qualify Index for yesterday showed the high reading in the Washington area during the 9 a.m. period was 8 for the pollutant, photochemical oxidents. Index values between 0 and 24 indicate good air quality. When the index exceeds 100 the air is considered very unhealthy and individuals with lung, heart and eye ailments are urged to restrict their activity. The forecast for today indicates that the air quality will remain about the same.

The National Weather Service forecasts the Potomac River Stage at Little Falls should remain near 4.2 feet today.
