Joe E. Miller, 42, a vice president of Standard Savings and Loan Association in Gaithersburg, died Feb. 2 at his home in Bethesda. He suffered from a heart ailment.

He had been with Standard for the past nine years. Starting in 1961, he was a savings officer and controler with the Suburbia Federal Savings and Loan Association in Bethesda.

Mr. Miller was born in Texas and grew up in Hollywood, Calif. He served with the Air Force for four years in the 1950s, seeing duty in Germany and as a military aide at the White House. He remained here after leaving the service.

Mr. Miller was active in local theater groups and played in a number of productions as a member of the Montgomery Players, the Kensington-Garrett Players, the Annapolis Summer Garden Theatre, the Silver Spring Stage and the Colonial Players of Annapolis.

He is survived by his parents, Mr. and Mrs. Daryl A. Lowder, and two brothers, Daryl A. Jr. and Charles Michael Lowder, all of Seminole, Tex., and a sister, MaryJo Bell, of San Antonio, Tex.

The family suggests that expressions of sympathy be in the form of contributions to the Montgomery Players Inc. or the American Heart Association.
