Three roll-call votes were taken by the D.C. City Council April 24 during deliberations on Bill 3-19, which would have opened sealed birth records of inspection by adult adoptees, with certain restrictions.

The bill was defeated on a tie vote of 6 to 6. A majority, at least 7 votes, was needed for passage.

The first vote was on an amendment sponsored by John L. Ray (D-At Large) to permit birth parents to take the initiative in assuring that their identities would not be disclosed. It failed on a 6-to-6 tie.

For the amendment: David A. Clarke (D-Ward 1), Betty Ann Kane (D-At Large), Polly Shackleton (D-Ward 3), John A. Wilson (D-Ward 2), Nadine P. Winter (D-Ward 6) and Ray.

Against the amendment: Arrington Dixon (D-At Large, Chairman), Willie J. Hardy (D-Ward 7), Hilda Mason (Statehood-At Large), Jerry A. Moore Jr. (R-At Large), Wilhelmina J. Rolark (D-Ward 8) and William R. Spaulding (D-Ward 5).

Winter proposed a motion to table (kill) the bill, which failed, 7 to 5.

For tabling: Dixon, Hardy, Moore, Spaulding and Winter.

Against tabling: Clarke, Kane, Mason, Ray, Rolark, Shackleton and Wilson.

The third vote was on enactment of the bill.

For the bill: Clarke, Kane, Mason, Ray, Shackleton and Wilson.

Against the bill: Dixon, Hardy, Moore, Rolark, Spaulding and Winter.

The departure of several members at the end of the regular agenda resulted in the premature loss of a quorum before adjournment. Mason was therefore unable to obtain a vote on a proposed emergency bill that would have established a 90-day moratorium on conversions of apartment units to condominiums. (Seven members form a quorum. Eight votes are needed to act on emergency legislation.)

Those wo remained were: Clarke, Hardy, Mason, Rolark, Shackleton and Winter (presiding).

Absent: Dixon, Kane, Moore, Ray, Spaulding and Wilson.

Under its rules, the council recessed for 20 minutes in an unsuccessful attempt to assemble a quorum. After the recess, the attendance was as follows:

Present: Clarke, Mason, Rolark, Shackleton, Wilson and Winter (presiding).

Absent: Dixon, Hardy, Kane, Moore, Ray and Spaulding.
