A plan to build a 102-unit condominium building that incorporates three landmark rowhouses on Washington Circle cleared its final hurdle last week as the D.C. Board of Zoning Adjustment (BZA) approved zoning variances and exceptions for the project.

The Joint Committee on Landmarks has also approved the plan, which was worked out under a compromise agreement between the developer, Circle Associates, and the Foggy Bottom Advisory Neighborhood Commission. The condominiums will be located at 2301 Washington Circle.

In other action last week, the BZA:

Approved the application of R.M. and Olivine Small for variances to construct an addition to a house at 1318 North Carolina Ave. NE.

Denied the application of Reid A. Dunn and Christian C. Dutlih for a special exception to operate an apartment house parking lot in a residential zone at 1500 Kingman Place NW.

Approved for two years the application of Safeway Stores, Inc. to continue an accessory parking lot in a residential zone at 3725 Morrison St. NW.

Approved for five years the application of Riggs National Bank of Washington to continue a parking lot in a residential zone at 3901 Warren St. NW.

Approved the application of Janice W. Frey for variances to build an addition to a house at 3234 R St. NW.

Approved the application of Nancy B. Broff and L. Thomas Galloway for a variance to build a deck in the rear of a house at 3250 Northampton St. NW.

Approved the application of David Wilkinson for variances to build a garage addition to a house at 517 F St. NE.

Approved the application of Barbara H. and Marvin Bordelon for a special exception to convert a one-story building in a residential zone at 1331 Constitution Ave. NE from a laundromat to a real estate office to be operated by the applicants.

Denied the application of Alberta Frye for a variance to use the first floor of a building in a residential zone at 5309 B St. SE as a beauty salon.

Denied the application of Larry Maloney for a variance to use the first floor of a building in a neighborhood commercial zone at 5309 East Capitol St. SE as an automobile body repair shop.

Approved the application of J.C. Associates for a special exception to convert the first floor of a building in a residential zone at 1101 East Capitol St. SE. from a laundromat to a professional office.

Approved the application of Lynden V. Emerson for a variance to build a second-story rear addition to a house at 521 9th St SE.

Approved the application of Benny L. Kass and others for special exceptions to use a building in a special purpose zone at 1528 18th St. NW for law offices.

Approved the application of Husie S. Cross and others for a variance to allow a driveway less than 14 feet wide at an apartment house at 1362 Fort Stevens Dr. NW.

Approved the application of the Sacred Hearts of Jesus and Mary for a special exception to use a building in a residential zone at 4900 10th St. NE as an elementary boarding and day school limited to 60 students.

Approved the application of 1332 Vermont Ave. partnership for variances to construct a garage addition to an apartment house at 1332 Vermont Ave. NW.

Approved for one year the application of Larry D. Quillian for a special exception to continue operating a parking lot in a residential zone at 316 6th St. SE.
