That 7 percent federal-military pay increase that goes into effect tomorrow will be partly offset by imposition of new parking lot fees in November and a 10 percent health insurance premium raise in January.

New parking rates at federal offices will be modes by commercial lot standards. But for people who have been parking free, the new monthly costs will seem a lot.

The biggest payroll deduction will come in health insurance premium. In January the average increase will be 10 percent. Federal agencies will absorb about 60 cents of every $1 premium jump. Workers who want the best deal for themselves and their families should study insurance brochures carefully. That will take some time, as there are 106 health plans. Here are the new 1980 rates for major plans in the Washington area:

Blue Cross-Blue Shield: Biweekly premium, high option self only, $12.31, an increase of $1.55; high option family, $26.87, up $2.84; low option self, $2.06, up 33 cents; low option family, $5.97, up 95 cents.

Aetna: High option self only, $8.23, up 60 cents; high option family, $12.56, a decrease of 4 cents; low option self, $2.75 up 32 cents; low option family, $6.52, up 77 cents.

American Federal of Government Employes plan: High option self, $6.31, up 20 cents; high option family, $13.41, up 91 cents.

National Alliance Plan: high option self, $7.37, up $1.34; high option family, $19.23, up $4.02.

American Postal Workers: high option self, $9.63, up $1.72; high option family, $21.39, up 96 cents.

Foreign Service Plan: high option self, $3.44, a decrease of 45 cents; high option family, $14.32 -- a big premium cut of $8.03 biweekly.

GEBA Health Benefit: high option self only, $6.01, up 64 cents; high option family, $20.37, up $2.74.

Government Employes Hospital Assn: high option self only, $4.30 biweekly, a decrease of 70 cents; high option family, $9.06, up 43 cents.

Mail Handlers Benefit Plan: high option self only, $3.62, down 55 cents; high option family, $9.98, down $5.37 biweekly; low option self, $2.66, up 10 cents; low option family, $7.48, up 27 cents.

National Assn. of Government Employes new plan: $9.16 for high option self only; $15.43 for high option family.

National Association of Letter Carriers: high option self only, $7.91, up 34 cents; high option family, $21.35, up $1.63.

NAPUS Postmasters Plan: high option self only, $10.46; high option family, $18.58.

National Federation of Federal Employes (new plan); $6.68 for high option self only; $14.29 for high option family.

National Treasury Employes Union: $6.60 for high option self only; $13.24 for high option family.

Professional Air Traffic Controllers Organization's new plan: biweekly high option self only, $7.27; high option family, $17.46.

Postal Supervisor's new plan: $8.86 for high option self only; $18.37 for high option family.

Postmaster Benefit plan: $15.38 for high option self only, up $3.16; high option family, $30.28, up $7.05; low option self only, $1.45, no increase; low option family, $3.53.

Rural Letter Carriers Plan: high option self, $8.86, up $1.36; high option family, $17.15, up $1.27.
