The drive of a city government van was shot and wounded yesterday after a traffic dispute with occupants of an auto that, was double-parked in the 1200 block of Columbia Road NW, D.C. police reported.
Police said the car was blocking the lane of a van used by maintenance employes of the transportation department's highway division.
After repeated use of the van's horn brought no response from the car's occupants, the van pulled alongside the auto and words were exchanged, according to police.
When the van halted at a red light at 13th Street and Columbia Road, two men approached the van on foot and reportedly attempted to pull the van's driver and another occupant from their seats.
After some pushing and shoving, several shots were fired from a small-caliber handgun, authorities said. The driver of the van, identified as Llewellyn Felton, 28, of 114 Joliet St. SE, was shot once in the abdomen. He was listed in fair condition at the Washington Hospital Center.
Police said they arrested Ralph N. Welsh, 21, of 3002 11th ST. NW, and Daivd Lewis, 20, of 1260 Columbia Rd. NW, and charged both of them with assault with a dangerous weapon.
