James H. Blundell, 68, a former A former political aide to Lyndon B. Johnson and other powers in the in the Democratic Party in Texas and the owner of a Washington public relations firm for the past 20 years, died Saturday at Fairfax Hospital. He had a heart ailment.

Mr. Blundell's career in Texas politics began in 1936 when he worked for the election of Gov. James V. Allred. Over the years, he was associated with former Gov. Price Daniel, Gov. John B. Connolly (when he was still a Democrat), as well as with many other prominent politicians.

In 1960, Mr. Blundell joined Johnson's campaign to win the Democrat presidential nomination that year. When the prize went to John F. Kennedy and Johnson became his running mate for the vice presidency, Mr.Blundell worked in that campaign, particularly as a liaison between the Kennedy and Johnson groups.

From 1961 to 1962, Mr. Blundell's life as well as his livelihood from the mid-1930s until 1960. In the latter year, he attempted to establish a public relations firm in Dallas. This project was interrupted by new calls to join the political wars.

When he left the Post Office Department, he set up a public relations firm in Washington. It was specialized in representing corporations in dealings with the government on contracts and other matters. He continued to operate this business unitl his death.He lived in Mclean.

Mr. Blundell was born in Smithville, Texas, and grew up there and in Waco, Texas. He put himself through Baylor University by selling shoes. He was a Mason and a member of the Order of the DeMolay. He was a member of the Public Relations Society of America.

His marriage to Helen Blundell ended in divorce.

Survivors include his wife, Rose Hellman Blundell of Mclean; one stepson, Lawrence W. Reeves of Vienna; three daughters by his first marriage, Julia A. Duckworth of Raleigh, N.C., Carol I. Culpepper of Minden, Nev., and Judith Gammons of Pilot Point, Texas, and nine grandchildren.
