The new Fairfax City Council has appointed Mayor John Russell as the city's representative to the Northern Virginia Transportation Commission and to the board of the Council of Governments.

The appointments were among several made at the council's first meeting last week.

Council member Lee Wigren was appointed to the Northern Virginia Planning District Commission. Wigren and council members Carl Hemmer and Rob Lederer will serve on the joint Fairfax City-Fairfax County Committee, which deals with issues concerning both jurisdictions.

Several appointments were made to city committees. Glenn White was named to the Commission on the Arts and to the Community Appearance Committee. Jene More will serve on the Park and Recreation Advisory Board, the Transportation Safety Commission and the Retirement Plan Administration Committee. Carl Hemmer and Robert Lederer were appointed to the City-George Mason University Business Community Committee.

In other action, the council approved a 5 percent cost-of-living raise for the city treasurer and the commissioner of revenue. The compensation for school board members was increased from $20 to $25 a month, and the compensation for members of the Planning Commission, Industrial Development Authority and Board of Zoning Appeals was raised from $20 to $40 for each meeting.
