Public schools in the District of Columbia and most suburban counties will be closed today but the federal and D.C. governments will be open with a late arrival/liberal leave policy in effect.

In Maryland, Montgomery, Prince George's, Frederick, Charles, Anne Arundel and Howard counties, schools will be closed today. Calvert County schools will open two hours late.

In Virginia, schools will be closed in Fairfax, Arlington, Prince William and Loudoun counties, and in Alexandria, Manassas Park, Falls Church and Manassas city schools will be closed.

Bishop O'Connell High School, Immaculate Conception, Holy Comforter and St. Ann's schools will all be closed.

The Arlington County schools' administrative and custodial personnel are expected to report for work, and the county schools' Education Center will remain open.

Both the federal government's 330,000 workers and the District's 36,000 employes will have late arrival/liberal leave policies in effect, according to the Office of Personnel Management and Annette Samuels, the spokeswoman for Mayor Marion Barry.

Federal and District employes who appear late for work will be given credit for a full day's work.

Prince George's and Montgomery County government offices and Alexandria City government offices will remain open. County government offices in Fairfax and Arlington will also stay open, with liberal leave policies in effect.

Area colleges that have reported they will remain closed include: University of Maryland's College Park campus, Montgomery Community College, Georgetown University and its Law Center (day and evening classes), Georgetown University Medical School, Antioch Law School and George Mason University's main campus in Fairfax City. Northern Virginia Community College's Alexandria, Annandale, Loudoun, Woodbridge and Manassas campuses have canceled day classes and a decision will be made today on evening classes. Anne Arundel Community College also will close for day classes.

Area colleges that plan to hold classes as scheduled include the University of the District of Columbia, Prince George's Community College, Howard University, George Washington University, Catholic University and the University of Maryland's Eastern Shore and Baltimore City campuses. The University of Maryland's Baltimore County campus will open for classes at 2 p.m. George Mason's law school will open at 10 a.m. and remain open for day and night classes. A women's seminar at Catholic University has been canceled.

American University will decide today. Classes at Marymount College in Arlington will start at 11 a.m. today, but the Marymount Elementary School will be closed.

Georgetown Preparatory School in Montgomery County will be closed for students and faculty, but administrative employes are expected to report to work.

All D.C. public libraries will be closed today.

Most local retail stores, including Hecht's and Woodward & Lothrop, and shopping centers, such as Tysons Corner and White Flint, will operate on normal schedules today.

Kennedy Center officials said they expect performances there to go on as scheduled.
