Advisory Neighborhood Commission 3B has announced its officers for 1983: Kirk Rankin, chairman; Phyllis Myers, vice chairman; Mark Looney, treasurer, and Patricia Scolaro, secretary.

At its most recent meeting, the ANC approved a resolution urging the D.C. City Council to pass four recently introduced measures dealing with tenants. The measures would require landlords to install locks on outside doors of apartment buildings and on mailboxes; require that apartment building elevators be working; and allow tenants to make repairs to correct housing code violations and to deduct the cost from their rent.

Along with the Harrison Law Institute and several local lawyers, ANC 3B has updated a D.C. Tenants Survival Guide and plans to distribute thousands of the 10-page booklets. The guide was last released in 1979.

ANC 3B has also changed its meeting schedule from the fourth to the second Wednesday of every month. The next meeting is set for 7:30 tonight at the Gordon Adult Center, 35th and T streets NW, to discuss a plan to reduce the amount of parking set aside for neighborhood residents in a lot near 2146 Wisconsin Ave. NW. Developers plan to build two office buildings at that address and have applied to have the parking lot set aside for office tenants.
