Maryland State Delegates Helen L. Koss, Donald B. Robertson and Patricia R. Sher have announced the formation of a non-partisan citizens committee that will be responsible for determining winners of all House of Delegates scholarships in their 18th legislative district.

Vicki Rafel, who has long been active in school affairs, was named chairwoman of the committee. By pooling their scholarships, the delegates have made it possible for students to make one application rather than three.

Three scholarships will be awarded this spring. The scholarships, available to full-time and part-time students, cover full tuition and mandatory fees at the University of Maryland, Montgomery College, St. Mary's College of Maryland and all Maryland state colleges, and private colleges and universities in the state of Maryland.

Applications will be accepted until April 22 from high school seniors, undergraduate and graduate students. Applicants must be residents of the 18th legislative district, which consists of parts of Wheaton, Silver Spring, Kensington and Chevy Chase.

Students who do not know whether they meet residence requirements may check their home address with the Board of Elections Supervisors at 279-1507.

The selection committee will interview all applicants and evaluate both academic performance and financial need in selecting winners.
