Advisory Neighborhood Commission 3C last week joined other community groups in urging the District government "to slow its rush" to adopt a comprehensive plan for the city, an ANC spokeswoman said.

The commissioners want the plan delayed because "it lacks a moderately detailed land use map as well as promised but undelivered sections on urban design and historic preservation," she said.

The ANC also wants the plan to provide for the creation of ward plans that would clearly establish planning guidelines on the neighborhood level, she said.

Other ANCs, the Washington Avenue Corridor Committee and other community groups have made similar calls for a delay in the plan's adoption, the spokeswoman said.

In other action, ANC 3C:

* Rejected a request from residents of the Porter Street NW area to support getting the cross-town H4 Metrobus line rerouted or the service decreased because of noise and possible danger to children who play in the area.

* Unanimously voted to urge Metro not to cut bus service when the Tenleytown and Friendship Heights Metrorail stations open until market studies are made after the stations open sometime next year.

* Granted $750 to help the creative activities program of Oyster Bilingual School, 29th and Calvert streets NW. The program benefits children in Wards 1 and 3.
