A 28-year-old D.C. government personnel officer was stabbed to death in his Northeast apartment early yesterday morning, and police have charged his roommate with homicide.

The victim, Fred D. Lander, was found dead of stab wounds to the chest and stomach shortly after midnight in his apartment at 4961 Rock Creek Church Rd. NE, D.C. police reported.

Police said they arrested James Pearlie Peterson, 24, of the same address, and have charged him in the slaying. They said Peterson, who worked as a stock clerk in a department store, had superficial wounds.

Police said the two men had been quarreling.

Police homicide investigators were also looking into the death yesterday of a 19-year-old Seat Pleasant man who was found unconscious at 3:40 a.m. yesterday in the 4200 block of East Capitol Street. Police said the victim, Lonnie P. Brown, of 518 Birchleaf St., Seat Pleasant, had been shot and was pronounced dead about an hour later at D.C. General Hospital. No arrest has been made in the case.
