D.C. police arrested a Northeast Washington man yesterday and charged him with Wednesday's mugging and robbery of D.C. City Council member Nadine P. Winter (D-Ward 6), police reported.

Inspector Richard J. Pennington said the man was arrested after an incident in which another woman was assaulted and robbed by two men about four blocks from where Winter was accosted.

Two suspects were arrested in yesterday's assault, and one was later charged with the robbery of Winter, Pennington said. He declined to say how police connected the two incidents.

Winter, 59, received head and facial injuries when a man attacked her outside her home in the 1100 block of K Street NE two days ago. Winter said she was walking to her car when a man repeatedly hit her on the head, knocked her to the ground and stole her purse.

Yesterday, police said, two men attacked Marilyn Ludwig, 53, near her home in the 600 block of 12th Street NE.

Ludwig said it was the second time this month that she has been mugged in the neighborhood. She said she was taking her garbage out about 8:30 a.m. when two men ran across the street, punched her in the face and stole the garbage.

Ludwig said she was treated for a nose fracture at D.C. General Hospital and released.

Pennington said that James F. McMillan, 18, of 825 H St. NE was charged with two counts of robbery by force and violence in the attacks on Winter and Ludwig.

John E. Harshaw, 18, of 2410 Good Hope Rd. SE was charged with robbery by force and violence in the Ludwig robbery Pennington said.

Police said the men were being held at headquarters last night.

Police have set up a task force to investigate at least four other similar crimes in the area.
